Welcome to CLAIFF17!

Eugenio del Bosque

ONCE AGAIN, we arrive to the 17th Cine Las Americas International Film Festival. It is a great honor to share once again the work of so many talented filmmakers with the great audiences of our fine City. It is my privilege to be of service to such a wonderful group of people who make this event a reality, including our board of directors, staff, volunteers, supporters, sponsors, participating filmmakers and audiences.

The mission of Cine Las Americas extends from grassroots to the international community and film industry. It is part of our mission to support Latino and indigenous filmmakers working in Texas, and there is no better way to inspire young filmmakers to break barriers than to honor the life and work of a true independent filmmaker who did just that. Cine Las Americas is proud to host Chicano filmmaker Efraín Gutiérrez and showcase his seminal contribution to American independent cinema.

You can lead the way into the future of Cine Las Americas through your support and participation. Together we can define a new era for cultural diversity and artistic excellence in cinema. Thank you for being part of this year’s festival!

Sincerely,

Eugenio del Bosque
Executive Director

Jean Closing

¡MUCHOS SALUDOS! It is an honor to welcome you to this event as Cine Las Americas International Film Festival celebrates its 17th edition.

Over the past six years, it has been such an honor to be a part of this dynamic festival and organization. The program presented during this week brings to life the committed work of many people, starting with the filmmakers of course, without whose vision, determination, and creative labor we would have no reason to come together this week.

If you’re one of the Cine gang, welcome back! If you’re not yet a part of the Cine family, welcome to CLAIFF17! I hope you love what you see and hear; even more so, I hope that this amazing lineup changes you and opens up the world to you through the diverse voices represented here.

Un fuerte abrazo - let’s go watch movies!

Jean Anne Lauer

Las Movies - The Films of Efraín Gutiérrez

The 17th Cine Las Americas International Film Festival honors the life and work of a pioneer of Mexican American cinema in Texas with this special presentation of the films of Efraín Gutiérrez, with the director in attendance.

Raised on San Antonio’s West Side, Efraín Gutierrez is a political activist, director and actor in theater and film. During the 1970s he directed and starred in the three feature-length films considered by many to be the first independent Chicano feature-length films made in Texas. The films broke the Mexico City monopoly in Texas Spanish language theaters, while outselling Hollywood blockbusters as Gutierrez travelled the state showing his films. After a two-decade hiatus Gutierrez made the 2000 feature film A LOWRIDER SPRING BREAK EN SAN QUILMAS, and the children’s film BARRIO TALES: TOPS, KITES AND MARBLES in 2008.

Cine Las Americas is fortunate to continue reviving the tradition of local Latino and indigenous cinema in Texas, following our mission to educate, entertain and challenge diverse audiences. The unsung story of the success of Efraín Gutiérrez’s early films is a lesson for Latino and indigenous filmmakers working today in Texas and beyond.

All films presented at the Marchesa Theatre in 35mm restored prints courtesy of the UCLA Film and Television Archive.

17th Cine Las Americas International Film Festival
Full Program by Program Section

New Releases [Go to Films]

Cine Las Americas presents a selection of fourteen narrative and documentary features by the finest emerging and established filmmakers to audiences in Central Texas. This year’s selections represent thirteen countries’ participation in production and co-production of the films, and highlights a diversity of themes, genres and styles characteristic of contemporary national and international cinema trends.

Las Movies: The Films of Efraín Gutiérrez [Go to Films]

Cine Las Americas launched Las Movies in October of 2013. The intention of this recurrent series is to challenge audiences to reconsider cultural representations and stereotypes, and to inspire young filmmakers to renew in their work themes that are relevant to Mexican-American culture.

Narrative Feature Competition [Go to Films]

Cine Las Americas presents a selection of twelve films from emerging and promising talent, including selections from all over the Americas and the Iberian Peninsula in a variety of genres and form. The works screened in this category are eligible for both a jury award and an audience award for Best Narrative Feature.

Documentary Feature Competition [Go to Films]

Cine Las Americas presents a selection of twelve documentaries on a wide variety of topics, representing diversity in audio design, narrative style, and formal technique, with the common thread of including themes and points of view that are underrepresented in popular media. The works screened in this category are eligible for both a jury award and an audience award for Best Documentary Feature.

Panorama Feature Films [Go to Films]

Cine Las Americas presents a diverse array of important narrative and documentary feature films, which we consider essential to share with Central Texas audiences. Collectively, the films represent innovative and independent filmmakers in compliment to the rest of the features program; they showcase a variety of traditionally underrepresented cultures and issues, personal experiences, new perspectives and aesthetic innovation.

Hecho En Tejas [Go to Films]

Cine Las Americas presents “Hecho en Tejas,” a series of films shot and/or produced in Texas, to showcase the wide variety of work being produced in the state by filmmakers with varied backgrounds. Five features as well as a selection of nine short films are scheduled during this year’s festival. For a fifth consecutive year, Cine Las Americas is pleased to count on a partnership with the Texas Archive of the Moving Image (TAMI) to present a jury award to the best “Hecho en Tejas” film.

Narrative Shorts Competition [Go to Films]

The narrative short film competition at Cine Las Americas represents some of the most powerful and compelling work programmed at the festival, from the abstract to the realistic, the tragic to the comic, and everything in between. These films will open for features throughout the festival, and are eligible for a jury award for Best Narrative Short.

Documentary Shorts Competition [Go to Films]

The documentary short film competition at Cine Las Americas includes some of the most powerful and compelling work programmed at the festival, representing individual and community topics and concerns in their contemporary contexts. These films will open for features throughout the festival, and are eligible for a jury award for Best Documentary Short.

Panorama Short Films [Go to Films]

Cine Las Americas presents a diverse array of important narrative and documentary short films, which we consider essential to share with Central Texas audiences. Collectively, the films represent innovative and independent filmmakers in compliment to the rest of the program; they showcase a variety of traditionally underrepresented cultures and issues, personal experiences, new perspectives and aesthetic innovation.

Emergencia Youth Film Day [Go to Films]

Cine Las Americas is pleased to open the 2014 Emergencia lineup with two special presentations, in cooperation with the Austin School of Film and the Smithsonian National Museum of American Indian. Following the special programs, the Emergencia Youth Jury members will share the competition lineup with those in attendance; the films in competition are eligible for an audience award for Best Emergencia Youth Film. As a celebration of filmmakers on the rise, the Emergencia Youth Film Competition represents a special section of the festival showcasing works by filmmakers 19 years or younger. This year, the competition was curated by members representing Connelly Cougar Productions, based in Austin, Texas.

The Marchesa Hall and Theater, Austin Film Society's new home for classic, independent and art house film programming, will feature Opening and Closing nights, international new releases, and 'Hecho en Tejas,' a rich selection of films made in Texas.

Marchesa will also host a retrospective of films by pioneer Mexican American filmmaker Efraín Gutiérrez. A native of west San Antonio, Guriérrez single-handedly won a place in Texas cinemas for Chicano films during the seventies. The director, actor, writer and producer will be in attendance for the screening of three feature films and one short documentary, presented in restored archival 35mm prints.

The Alamo Drafthouse Village will be home for the festival with two auditoriums, screening the full Narrative Competition lineup including twelve feature films and as many short films. New Releases and films screening in the official selection of the program will complement this schedule. The Village allows for festival goers to decide between multiple screenings and reprisals, and selected screenings will have directors and talent in attendance.

The Emma S. Barrientos Mexican American Cultural Center will present free screenings throughout the festival. The Documentary Competition will be programmed here, in addition to the official selection of documentary features and the Emergencia Youth Film Day on Saturday, April 26. Free screenings will also be offered at St. Edward's University, bringing screenings of high educational value and international interest to the community.

REGULAMENTO

QUALIFICAÇÃO

As bases gerais pelas quais o festival determina qualificação:

Por favor avise ao festival por enviar um e-mail a This e-mail address is being protected from spambots. You need JavaScript enabled to view it com o número do tarifa aérea.

A seguinte legenda deve estar incluída na documentação, e também etiquetado no pacote: “For cultural purposes only, no commercial value.

Perguntas, por favor escreve para This e-mail address is being protected from spambots. You need JavaScript enabled to view it

BASES DE LA CONVOCATORIA

ELEGIBILIDAD

Favor de notificar el número de envío al festival vía correo electrónico a This e-mail address is being protected from spambots. You need JavaScript enabled to view it .

For cultural purposes only, no commercial value.

This e-mail address is being protected from spambots. You need JavaScript enabled to view it .

ENTRY GUIDELINES

 ELIGIBILITY

General guidelines by which the festival determines eligibility:

Contemporary films from Latin America (North, Central, South America, and the Caribbean) and the Iberian Peninsula are eligible to participate.

Contemporary films made by or about Latinos in the U.S. or the rest of the world are eligible to participate.

Contemporary films made by or about indigenous groups of the Americas are eligible to participate.

Projects must have been completed after January 1, 2012.

FILM SELECTION

Feature length and short films of all genres will be considered including dramatic, documentary, experimental, and animation. A film selection committee will pre-screen all official entries prior to recommendation to the final programming committee. Preference is given to regional or national premieres, as well as to films that have not screened theatrically in Austin or on national television in the USA prior to the festival.

Disclosure of all screenings is a prerequisite of application. Films that have screened in Austin, films that have been broadcast with coverage in Austin, and films that are available for viewing openly online are almost always ineligible for festival selection. Failure to disclose a film’s screening history, even if this history changes after submission, may affect the festival’s final programming decision; this may include cancelling the participation of a film after it has been selected for the festival, to protect the integrity of the program.

The film festival programming department reserves the right to determine the eligibility and final programming decision of any submission.

EMERGENCIA YOUTH FILMS

As a celebration of young filmmakers, Cine Las Americas presents Emergencia, a special competitive section open to filmmakers ages 19 and under. Students and interns who participate in Cine Las Americas bilingual media education programs produce this section of the festival.

LANGUAGES

For all works where the spoken language is not English, English subtitles and/or narration are required.

SUBMISSION DEADLINES

Submission deadlines are not postmark deadlines. In order to be considered for the festival, submissions must be at the Cine Las Americas office by the following dates and times:

  • Deadline: December 13, 2013 at 5:00pm (Non-refundable entry fee US$25)
  • Late Deadline: January 17, 2014 at 5:00pm (Late entry fee US$50)
  • Emergencia Youth Films Deadline: January 17, 2014 at 5:00PM (Youth Films pay no entry fee)

FEES

Each film submitted is required to pay a non-refundable fee of US$25. Films submitted after the regular deadline and before the late deadline are required to pay a non-refundable late fee of US$50.

Emergencia Youth Film entries pay no fee.

Discount for students or NALIP members: US$20 regular deadline and US$40 late deadline.

* A photocopy or scanned pdf copy of student ID or NALIP membership card must be included with the submission of the DVD copies (see Checklist of Required Materials).

Other than Emergencia Youth Films, films submitted without an entry fee will not be considered to participate in the festival. Students 19 and under who want their films reviewed for participation in festival categories outside of Emergencia are eligible to pay the discounted student fee of US$20 regular deadline and US$40 late deadline.

PAYMENT

Entry fees can be paid online through a secure credit card transaction during the submission process of the Withoutabox on Cine Las Americas Entry Form. Payment may also be made by check or money order, payable in the United States in US dollars. Please write check or money order payable to “Cine Las Americas.”

ENTRY FORM

All entries this year must either complete the Cine Las Americas online entry form or submit information through Withoutabox. See Checklist of Required Materials for the list of requirements.

PREVIEW COPIES

Two preview copies, a Withoutabox online screener, or a secure (i.e. password protected) screener must accompany each submission. Preview copies are accepted only in DVD-NTSC Region One or Region Zero formats, and must be guaranteed to play from start to finish in consumer grade DVD players. PAL format is not accepted. Please label the disks and cases with Original Title, Director’s Name, Total Running Time, Program Section, and Genre(s) of the work. See shipping information below if you are shipping preview copies internationally.

If a film is selected to participate in the festival, and an online screener was submitted for review, a DVD copy of the film will be required immediately upon acceptance to be used for promotional purposes.

Preview copies are returned only when the owner provides postage or shipping fee. If the work is selected, the owner grants the festival permission to keep the preview copy in its video library, which may be available for education programs, research and non-profit screenings. Cine Las Americas will provide preview copies of selected films to the local press for reviewing purposes.

WORKS IN PROGRESS

Rough cuts and works-in-progress that are 90% complete may be submitted but must arrive by the regular submission deadline of December 13, 2013 to be considered. If a work-in-progress is selected for possible festival participation, a final, subtitled copy must be submitted for review by February 1, 2014. If a work-in-progress is selected for competition and a final, subtitled copy is not turned in by the above date, the corresponding submission will be disqualified.

ACCEPTANCE NOTIFICATION

All participants will be notified via email whether or not their work has been accepted. A preliminary list of selected films will be announced at www.cinelasamericas.org by the third week of March 2013.

SHIPPING AND CUSTOMS

The participant will pay shipping costs and insurance of all materials sent to the festival. Please notify the festival by e-mail to This e-mail address is being protected from spambots. You need JavaScript enabled to view it with the airway bill number. The festival will pay for shipping the exhibition copy back to its owner unless a different destination is agreed in advance with the producer or contact person.

For international shipping, four copies of a commercial invoice or customs declaration should be included with the package. The invoice or declaration should value the contents of the shipment for no more than US$20, and clearly state the contents of the package. The following statement should be included in the documentation, as well as on the exterior of the package: “For cultural purposes only, no commercial value. Sin valor comercial. Para fines culturales.” Cine Las Americas does not cover any customs fees.

See "PACKAGING" section below for further information.

EXHIBITION FORMATS

Films will be screened in 35mm, HDCam 59.94i (excluding SR), DCP, and Blu-ray NTSC Region 1 or Region Free. The final exhibition format for selected films will be decided between the programming team and the participating filmmakers, depending on the technical capacity of the different festival venues. DVD is not an acceptable exhibition format.

EXHIBITION COPIES

All exhibition copies, files and/or prints should be in possession of Cine Las Americas no later than April 1, 2014, unless otherwise specified well in advance by the filmmaker or contact person. Exhibition copies must be available to the festival for the total duration of the event, unless otherwise agreed with the producer or contact person in advance. The festival will take place from April 22 to 27, 2014.

Participating filmmakers are responsible for guaranteeing that an exhibition copy in a format approved by Cine Las Americas, will be available under the timeline defined by the festival. Participating filmmakers are also responsible for covering the costs associated with the production and shipping of an exhibition copy as needed.

To be screened at Cine Las Americas, all selected films must have a budget to cover (1) the costs of producing a professionally-authored exhibition copy (unless such copy already exists and is available to be shipped to the festival under the stipulated timeline), plus the costs of shipping such copy to Cine Las Americas; or (2) the costs of preparing a file in accordance to Cine Las Americas guidelines, plus the cost of on-line transferring of such file and of authoring a Blu-ray disk for its exhibition by Cine Las Americas. In the event that a filmmaker decides to offer a digital file for transfer, Cine Las Americas will communicate protocol and fees for service upon request.

For all films for which the exhibition format is Blu-ray, Cine Las Americas requires that a brand new, region free copy be burned for the purposes of screening at our festival. The Blu-ray should be burned and tested to play from beginning to end on a consumer grade Blu-ray player. If the Blu-ray is damaged in transit or otherwise does not play properly, the filmmakers will be required to send another copy as soon as notified.

Screening copies shipped to us will be returned to the print source contact, unless otherwise notified in advance by the filmmaker or contact person with complete alternate shipping details. Screening copies authored by Cine Las Americas become part of the festival archive. The festival does not accept original Master Tapes or DVDs as Screening Copies.

PACKAGING

Please package all preview and exhibition copies carefully as it's important that they arrive on time and undamaged. We highly recommend that filmmakers do not ship DVDs or Blu-rays using a rigid case or jewel case. Instead, please use a paper sleeve for each disc, with cardboard on either side that is the same size as the shipping envelope, and label the package FRAGILE DO NOT BEND.

In the event that a filmmaker wants to include a DVD or Blu-ray cover/plastic case, we recommend packaging the shipment in a rigid cardboard box, not an envelope.

If preview or exhibition copies arrive damaged, filmmakers are responsible for the cost of reshipping required materials.

LIABILITY

Once exhibition copies are received at the festival’s address, Cine Las Americas assumes responsibility for the copies’ safety. In case of loss or damage, Cine Las Americas is only responsible for reimbursement of the cost of making a new copy in the format received. The festival is not responsible for exhibition copies damaged or lost in transit.

PROGRAM SCHEDULING

The festival reserves the right to determine in which program section the selected films will screen, and to schedule selected films at the date, time and location of its choice.

La cuesta: Worlding a Sidewalk

Alvaro Torres, Daniel Perera

Costa Rica/Guatemala/USA, Experimental Documentary, 2013
15 min, HD, Color/Black & White
Spanish, English with English subtitles

Director Alvaro Torres in attendance

The places we notice in passing are sites where social hierarchies manifest themselves and interact. In the realm of the visible, only some people are able to remain unseen, to choose whom to see and when. Aesthetics are not how the world is presented to us but rather how it is pre-established for us--what Jacques Ranciere calls “the distribution of the sensible.” What would emerge if we explored an ordinary stretch of sidewalk in the East Side of Austin, Texas, for a period of several months? How and by whom would we be challenged aesthetically and politically? LA CUESTA evokes a place on the side of the road and the lives that sustain it. This interactive documentary is a sensuous ethnography, a confrontation, and a poem.
